Union Minister Launches First CSR Framework for Coal Sector

Yesterday, Union Minister of Coal and Mines G. Kishan Reddy introduced a sector-wide corporate social responsibility framework while celebrating healthcare initiative milestones.

Union Minister of Coal & Mines G. Kishan Reddy launched the first-ever sector-wide corporate social responsibility framework for Indian coal companies, marking a coordinated approach to community investment across the industry. The event also highlighted progress under two health-focused programs: the Thalassemia Bal Sewa Yojana, which supports children with thalassemia, and the Nanha Sa Dil initiative, which addresses pediatric cardiac care. These milestones reflect the ministry's effort to align coal-sector CSR activities with targeted public-health outcomes.

Union Minister of Coal and Mines G. Kishan Reddy on Friday launched the first-ever sector-wide corporate social responsibility framework for Indian coal companies, an effort to standardise community investment across the industry. The launch took place at an event in New Delhi that also marked progress under two health-focused programmes backed by the ministry (PIB).

The new framework is designed to move coal-sector CSR spending away from fragmented, company-specific projects toward a coordinated strategy with common thematic priorities and reporting metrics. Officials said the structure will allow the ministry to track outcomes across coal-bearing regions more systematically, ensuring that funds mandated under the Companies Act are directed toward measurable social infrastructure rather than ad hoc expenditure (PIB).

During the same ceremony, the minister highlighted milestones reached under the Thalassemia Bal Sewa Yojana, a scheme that provides financial assistance for bone-marrow transplants and ongoing care for children diagnosed with thalassemia. The programme, implemented in partnership with public-sector coal enterprises, has expanded its network of empanelled hospitals and reduced the turnaround time for treatment approvals, according to data presented at the event (PIB).

Reddy also pointed to advances under the Nanha Sa Dil initiative, which targets pediatric cardiac care for children from economically weaker families in coalfield areas. The initiative has facilitated surgeries and post-operative support through tie-ups with specialised cardiac centres, with the ministry citing a rising number of successful interventions over the past year (PIB).

The coal ministry has been under pressure to demonstrate that the social licence of mining operations translates into tangible benefits for host communities, particularly in states such as Jharkhand, Chhattisgarh, Odisha and Madhya Pradesh. By bundling health programmes like Thalassemia Bal Sewa Yojana and Nanha Sa Dil into a sector-wide CSR architecture, the ministry aims to create a template that other extractive sectors could eventually adopt (PIB).

Officials did not disclose the total financial outlay committed under the new framework, nor did they specify a timeline for the first compliance review. The ministry said detailed guidelines and a monitoring dashboard would be released in the coming weeks (PIB).
