Prime Minister Narendra Modi is scheduled to visit Andhra Pradesh and Karnataka on 1 August, a trip that coincides with the central government's broader push to integrate artificial intelligence and digital technologies into the Micro, Small, and Medium Enterprises sector to enhance productivity. This visit provides the backdrop for discussions on a potential new compact between AI and agriculture in Andhra Pradesh.

Andhra Pradesh Chief Minister Chandrababu Naidu has secured a $15 billion commitment from Google to build a one-gigawatt artificial intelligence data centre in Visakhapatnam, an investment the company expects to make operational by 2028 and the largest facility of its kind in Asia (Indian Express). The project arrives as Prime Minister Narendra Modi visits Andhra Pradesh and Karnataka on 1 August, a trip aligned with the Centre’s broader push to integrate AI and digital technologies into the micro, small and medium enterprises sector to lift productivity (PIB).

The scale of the Visakhapatnam facility introduces an immediate energy challenge. At full capacity, the centre will require 24 gigawatt-hours of electricity every day (Indian Express). Meeting that demand by diverting supply from existing consumers — particularly the agricultural sector — risks social friction, while expanding thermal generation to bridge the gap would carry an environmental cost the state has signaled it wishes to avoid (Indian Express). The government has already moved to insulate the grid by granting data centres a Deemed Distribution Licence, allowing hyperscale operators to procure and manage their own power rather than draw as ordinary consumers (Indian Express). Officials acknowledge, however, that the licence alone is insufficient without complementary measures to prevent supply disruptions elsewhere.

The energy constraint has prompted a proposal to link the data centre’s power needs directly to farmland through agrivoltaics. Under this model, solar panels are mounted at heights of 10 to 12 feet, allowing high-value crops to be cultivated beneath them while the same land generates clean electricity (Indian Express). The Indian Council for Research on International Economic Relations has already run pilot projects in Rajasthan, Odisha and Madhya Pradesh demonstrating the technical viability of the approach (Indian Express).

Proponents argue the structure can be scaled by organising farmers into community-owned solar utility clusters — cooperatives modelled on the dairy sector — and creating a special-purpose vehicle in which farmers hold equity, contributed mainly through land use while retaining title (Indian Express). Google would allocate a modest portion of its investment to develop captive solar generation on these fields, offering zero- or very low-interest long-term debt that would be adjusted against energy supplied by the SPV (Indian Express). Public finance, including the PM-KUSUM programme, would fill out the capital stack for the requisite infrastructure (Indian Express).

If implemented, the arrangement would let agri-households become direct participants in the AI economy, earning revenue from power generation alongside agricultural income (Indian Express). The state government would gain a mechanism to meet industrial demand without curtailing farm supply, while Google would secure a dedicated green energy source and community goodwill. The operational details — land aggregation, governance of the cooperatives, tariff structures and the timeline for financial close — remain to be finalised.
