The Union Cabinet on Sunday approved a new central scheme to develop dedicated chemical parks across the country, clearing the Bharat Audyogik Vikas Yojana Rasayan, or BHAVYA Rasayan, according to an official release from the Press Information Bureau.

The decision marks a targeted policy intervention aimed at addressing long-standing infrastructure deficits in the chemical sector by creating plug-and-play facilities with common effluent treatment plants, power supply, and logistics connectivity. The scheme is designed to lower the entry barrier for new units and support the expansion of existing manufacturers, particularly in the specialty chemicals and petrochemicals segments where India has been seeking to reduce import dependence.

While the PIB release confirmed the Cabinet’s nod, it did not specify the total financial outlay, the funding pattern between the Centre and states, or the timeline for selecting the first tranche of park locations. Previous iterations of chemical park policies have struggled with land acquisition and environmental clearance bottlenecks; the operational guidelines for BHAVYA Rasayan, which are yet to be published, will determine whether the new framework resolves those structural hurdles.
